The 24-member NCAA Division I committee will review that historic recommendation on Wednesday, July 1, when athlete rights advocates have pointed to months of expectations. On that day, eight of the 21 states passed. Laws that allow athletes to have NIL options will see those laws in effect. Eight are Alabama, Florida, Georgia, Kentucky (by executive order from Gov. Andy Beshear), Mississippi, New Mexico, Ohio and Texas. The ninth state of Arizona passed the law and went into effect on July 23.
